Corona Virus-Covid-19 Vietnam eases gradually entry restrictions to Vietnam from September 2020

Refer to Notification No.330/TB-VPCP dated September 15th, 2020, Deputy Prime Minister Pham Binh Minh has agreed to resume 6 regular international commercial flights with passengers between Vietnam and several countries and Vietnam eases gradually entry restrictions into Vietnam in the current Corona virus-Covid-19 period are as follows:

I.Resumption of six air routes between Vietnam and countries where COVID-19 is deemed to be under control as follows:

- From September 15th, 2020 for the following routes: Vietnam - China (Guangzhou), Vietnam - Japan (Tokyo), Vietnam - Korea (Seoul), Vietnam - Taiwan, China (Taipei).
- From September 22nd, 2020 for Vietnam - Cambodia (Phnom Penh), Vietnam - Laos (Vientiane) routes.

II. Inbound passengers (Eligible Persons) who are allowed to enter Vietnam through these six air routes (excluding persons transiting from a third country) and entry requirements.

1.Foreigners carrying passports for diplomatic and official duty purposes and their family members:

a.Must have a certificate stating that they tested negative for SARS-CoV-2 by RT-PCR technique within three days prior to boarding their flights (except for locations where local authorities do not issue this certificate);
b.Will be immediately conducted  another RT-PCR test at the quarantine location.
c.Be quarantined at the official residence of the representative agency or at a hotel or accommodation facilities in accordance with regulations.

2.Foreigners as experts, investors, business managers, highly skilled workers and their family members; foreign students studying in Vietnam; foreign relatives of Vietnamese citizens:

a.Must have a certificate stating that they tested negative for SARS-CoV-2 by RT-PCR technique within three days prior to boarding their flights (except for locations where local authorities do not issue this certificate);
b.Will be immediately conducted  another RT-PCR test at the quarantine location.
c.Be quarantined at the factories, corporate headquarters or hotels or accommodation facilities in accordance with regulations.

3.Vietnamese citizens returning from abroad

a.Must have a certificate stating that they tested negative for SARS-CoV-2 by RT-PCR technique within three days prior to boarding their flights (except for locations where local authorities do not issue this certificate);
b.Will be immediately conducted  another RT-PCR test at the quarantine location.
c.Be quarantined at in isolation facilities under the management of the military or at hotels or accommodation facilities in accordance with regulations.

4.Consider to shorten the quarantine period (about 5 days) for the eligible persons mentioned in Clauses 1, 2 and 3 of this Section tested negative for SARS-CoV-2 by RT-PCR technique twice; After that, they are required to continue self-quarantine and medical monitoring at their houses or at the headquarters of the enterprises and companies in accordance with regulations.

III. For eligible persons transiting from a third country entering Vietnam on commercial flights

1. Apply tight epidemic prevention measures to ensure safety against epidemics.

2. Be tested for RT-PCR with SARS-CoV-2 immediately upon entry at the quarantine location.

3. Regarding the implementation of quarantine:
- Foreigners holding diplomatic, official passports and their relatives: Is quarantined at official houses of representative agencies or at hotels, accommodation facilities in accordance with regulations.
- Foreigners are experts, investors, business managers, high-skilled workers and their relatives; foreign students; Foreign relatives of Vietnamese citizens: Being quarantined at factories, corporate headquarters or hotels or accommodation facilities in accordance with regulations.
- Vietnamese: Is quarantined at quarantine facilities managed by the military or at a hotel or accommodation facilities in accordance with regulations
- The cases mentioned in this Clause are subject to mandatory quarantine for 14 days in accordance with regulations, except for special cases under the direction of competent agencies.

4.For foreigners entering Vietnam to work for a short time (less than 14 days), it shall comply with regulations of the Ministry of Health.

The above solutions to ease entry restrictions to Vietnam from September 2020 are aimed at restoring the economy affected by Corona virus-Covid-19.
