This information is useful for individuals investing or doing business in Vietnam, that the correct procedure for attestation of Indian documents for use in Vietnam, especially submission to Vietnamese authorities, is described as follows:

1. Procedure for attestation of Indian documents in India:

All original documents/copies requiring attestation should be first authenticated by the designated authorities of the State/Union Territory from where the document has been issued. In case of personal documents, Home/General Administration Department of the concerned State Government/Union Territory are the designated authorities. In case of educational documents, the documents should first be authenticated by the Education Department of the concerned State Government/Union Territory. Commercial Documents are to be pre-authenticated by the respective Chambers of Commerce. The details of the Regional Authentication Centres (RACs) in the States/Union Territories from where the documents should first be authenticated are given on webpage: http://www.mea.gov.in/apostille.htm

After attestation by the designated authorities of the State/Union Territory, such documents should also be legalised by Ministry of External Affairs, New Delhi. The Ministry of External Affairs legalises the documents on the basis of the signature of the designated signing authorities of the State Government/Union Territory/Chambers of Commerce.

The receipt and delivery of documents for attestation at the Ministry of External Affairs, New Delhi has been outsourced with effect from July 2012. Hence, no document is directly accepted from individuals at the Ministry of External Affairs Counter at CPV Division, Patiala House Annexe, New Delhi.

The original document/true copy is to be submitted directly to any of the four outsourced agencies details of which are given on website (http://www.mea.gov.in/apostille.htm) along with a photocopy of the document and a photocopy of the Passport of the applicant. It would be pertinent to point out that the Ministry does not legalize photocopies. Applicants are advised not to rely on unauthorised persons
for Attestation services


2. Procedure for legalization at Vietnamese Embassy in India or Vietnamese External Affairs Department in Vietnam:

After legalization of Indian Ministry of External Affairs, Applicant will go to Vietnamese Embassy, 20 Kautilya Marg, Chanakyapuri, New Delhi -110 021 for legalization of such documents.

If Applicant cannot go to Vietnamese Embassy in India for legalization, he/she can go to Indian General Consulate/Embassy in  Vietnam for attestation and legalization at External Affairs Department in Vietnam.
