Customs documents required for imports of second hand machinery, equipment 

and assembly lines in Vietnam

Vietnamese Ministry of Science and Technology has issued Circular No.23/2015/TT-BKHCN dated 13 November 2015 regulating the second hand import of machinery, equipment, assembly lines in Vietnam effective from 01 July 2015. Accordingly, customs documents required for imports of second hand machinery, equipment and assembly lines in Vietnam includes the following documents:

1.The goods import declaration in standard form.

2.Commercial invoice in case the buyer shall pay to the seller: 01 copies.

3.Bill of lading or other equivalent transport documents for the case of second hand machinery, equipment and assembly lines transported by sea, air, rail, multi-modal transportation prescribed by law: 01 copies.

4.01 original of one in two following cases:

a)Certificate issued by a manufacturer for production and standards in manufacturing of second hand machinery, equipment and assembly lines consistent with the requirements set by law;

b)Certificate of organization expertise in manufacturing and production standards of the second hand machinery, equipment and assembly lines in accordance with the requirements set by law.

5.The value declaration: The customs declarer will make the value declaration, sent to the system in the form of electronic data or submitted to customs authorities 02 originals (for cases declared in the written customs declaration);

6.Certificates of origin from second hand machinery, equipment and assembly lines: 01 originals or documents as electronic data.
