Publication of product information of imported animal feed supplement in Vietnam

1. Requirements for publication of product information of imported animal feed supplement in Vietnam.

Pursuant to Article 32 of the Law on Animal Husbandry of Vietnam 2018, commercial animal feed before being circulated on the Vietnam market must meet the following requirements:
a. Announcing applied standards and announcement of technical-regulation conformity in
accordance with the law on standards and technical regulations, product and goods quality.
b. Having quality compatible with announced applied standards or relevant technical regulations.
c. Produced at establishments having certificates of eligibility for production of animal feed,
issued by competent state management agencies.
d. Having published product information on animal feed on the Portal of the Ministry of
Agriculture and Rural Development.
e. Labels or documents accompanying animal feed shall comply with the provisions of Article
46 of Law on on Animal Husbandry of Vietnam 2018.

2. Application files for publication of product information of imported animal feed supplement in Vietnam.

Application dossiers for publishing product information on imported animal feed supplement into Vietnam on the electronic information portal of the Ministry of Agriculture Rural Development and Enviroment include:
a) An application for publication of product information: one original copy;
b) Certificate of free sale or a document of equivalent value issued by a competent agency of the
country of origin: one original copy;
c) One of the certificates of quality management system (ISO), good manufacturing practice
(GMP), Hazard Analysis and Critical Control Points (HACCP), or equivalent certificate of the
production establishment: one original copy;
d) A copy of product information provided by the production organization or individual,
including the raw materials composition, utility and use instructions; quality criteria and safety criteria in accordance with the regulations of the Minister of Agriculture  Rural Development and Environment: one original copy;
e) Announced applied standards of registered organizations and individuals according to the
provisions of the law on product and goods quality; sub-labels3 of products in Vietnamese
according to the regulations: one original copy;
f) Result report of test of the quality and safety criteria of the products issued by the laboratory
designated by the competent authority of the country of origin or recognized by an international or regional accreditation organization or laboratory designated or recognized by the Ministry of
Agriculture Rural Development and Environment: one original copy;
g) Form of the product label provided by the production organization and individuals: one original copy.
Application dossiers are originals or true-certified copies and certified Vietnamese translation
copies.

3. Procedures for publishing information on imported animal feed supplement products in Vietnam

- Step 1: Organizations and individuals submit application files  on the Online Public Service Portal of the Ministry of Agriculture and Environment of Vietnam
- Step 2: Check the contents of the application files:

Within 03 working days from the date of receipt of the application files, the Ministry of Agriculture and Environment (Department of Livestock and Veterinary Medicine) shall check the application files. If the application files are incomplete, a notice must be sent to the Online Public Service Portal of the Ministry of Agriculture and Environment for organizations and individuals to supplement and complete.

Within 20 days from the date of receipt of the complete application files, the Ministry of Agriculture and Environment (Department of Livestock and Veterinary Medicine) shall appraise the application files and publish product information on the Online Public Service Portal of the Ministry of Agriculture and Environment; in case of disagreement, the reasons must be clearly stated.

Processed results: Information on animal feed supplement products imported into Vietnam is published on the Online Public Service Portal of the Ministry of Agriculture and Rural Development and Environment of Vietnam
